The footer rail is Routines, Files, Skills, Agents, Plugins. /plugins lights the Plugins row. Insights and Evals still join only after honest usage.
Plugins is a first-run destination again, after Agents, with the PuzzlePiece mark. Insights and Evals still wait on honest usage.

Puts Plugins back on the first-run footer rail after Agents. /plugins lights the row. Insights and Evals stay usage-gated. Tests, implementation, and docs on this branch agree.
DESIGN.md here lists Plugins on the rail. A dirty main working tree still has the old paragraph — that is not this PR.
File-for-later: the elsewhere regex in sidebar.test.tsx looks after the Plugins span for aria-current, which sits on the button before it — same vacuous pattern as the Routines test. Real lighting coverage is routes.test.tsx FOOTER_LABELS.
