Summary

  • Routes host action port strings through CHAT_STRINGS instead of hardcoding duplicates.

Closes CL-6855

Fix before merge: approval/rejection and form-response errors are collapsed onto approval-specific strings. A reject failure can read as approve, and a block form 403 can use approval language instead of response language. Keep approve, deny/reject, and block-form failures on action-appropriate copy.
