Remove MembersPanel, InviteMemberDialog, MemberList, BenchSwitcher, and CreateBenchDialog (no apps/web mounts; creation is /new). Drop orphan inviteMember and settings-ui invitePrincipal clients that do not power PeopleSection. Keep classifyBenchMembership, filterBenchMemberships, listWorkbenchTenantIds, isRawIdentifier, and tenancy-contracts.
