Adds a client-derived working status: a send records a per-bench pendingTurn in the query cache, cleared on a newer worker message, a pending approval, or a 10-minute timeout.
The bench pill and the sidebar Workers rows share one status hook over the same participants/approvals/timeline queries, so it works without the bench page mounted.
Approvals fetching is shared via apiQueryOptions extracted from useAPIQuery.
