build(deps): move @intx/* to peers and require arktype ^2.2.3

• @intx/inference and @intx/types move to peerDependencies (^0.4.0) with 0.4.0 devDependency pins, so hosts share one Interchange install.
• Drops the unused @intx/log.
• arktype is ^2.2.3, so a host keeps a single copy and TraversalError instanceof checks hold.
