Move corbits-memory onto intx 0.3.0

Moves all @intx/* dependencies onto the 0.3.0 line (@intx/agent, @intx/authz, @intx/hub-api, @intx/log, @intx/workflow: 0.2.2 -> ^0.3.0, resolving to 0.3.0).

No code adaptations were required: typecheck and the full unit suite pass on 0.3.0 unchanged. Verified with bun run typecheck, bun test ./src, and npm pack --dry-run.

Verdict: request changes. No prior reviews. CI test passed on 2026-09-17 against pre-sidecar main. GitHub reports CONFLICTING.

Blocking: rebase and re-run CI. Current main added a direct "@intx/types": "^0.3.0" pin while other @intx/* stayed at exact 0.2.2. This PR bumps agent/authz/hub-api/log/workflow to ^0.3.0 and never mentions @intx/types. Taking the PR side of the conflict would drop @intx/types. New #43/#44 code has never been typechecked on 0.3.0.

Should-fix: main pins 0.2.2 exact; this uses ^0.3.0. A later 0.3.x can land without a deliberate bump.

The PR body “no code adaptations” is only true for the old base, not current main.
