- Line 158: Update the canonical workflow template’s admission-gate invocation
to pass the event issue’s labels through `--labels`, then re-sync this stub so
the pinned gate can apply its exempt-label policy.
- Line 119: Update the rate-limit gate’s run-history accounting so deferred
decisions do not reset the cooldown or count against the daily dispatch budget,
then update the pinned `ref` in this workflow to the corrected gate revision.

Automated review — escalated to humanThe automated review cascade escalated this PR to a human reviewer at review cycle 0/3 (risk: HIGH, reviewed commit Why: the cascade could neither approve the PR nor auto-request fixes, so it requested human review via CODEOWNERS and set the Reviewer summary: Escalating because policy requires it: CI_WEAKENING_DETECTED (continue-on-error: true on the gate-tooling checkout and the gate step) is a hard stop that must never be auto-approved. I found no exploitable flaw. The file is byte-identical to combsmith/.github main standards/workflows/initiative-driver.yml, and the fail-open only bypasses a cost/rate-limit gate, not a security control. The remaining risk is the org PAT being exported to bash code fetched from combsmith/.github. That code is pinned to a verified commit that is an ancestor of main. A human should sign off on that trust boundary and on the fail-open design. This note is updated in place on re-escalation; it is not re-posted. |

Human review — approve (posted as comment: reviewer is the PR author account)
Verified: the PR head .github/workflows/initiative-driver.yml is byte-identical to combsmith/.github/standards/workflows/initiative-driver.yml (fetched via API and compared with cmp). That is the full remediation for #635.
Also checked:
- The pinned gate script
scripts/agent-rate-limit-gate.shexists atcd0b167in combsmith/.github. GH_PAT_DON_PETRYandGH_PAT_WORKFLOWSboth exist as org secrets.- The file is already in
.prettierignore, so the autofix job will not re-introduce drift.
On the escalation (continue-on-error fail-open and the PAT handed to pinned external bash): both are template design decisions in combsmith/.github. Changing them here would re-open the drift finding, so they are out of scope for this sync. The CodeRabbit gate-accounting and --labels threads are correctly dispositioned as upstream.
Safe to remove needs-human-review and merge.
