Dev-Lead — fix-reviews (no-changes)

Agent reasoning
Two CI checks failed. Neither comes from this PR's diff:
- **Terraform:** `terraform init` fails with "Unreadable module directory" because `main.tf:175` points the `firebase` module at `../../modules/firebase`, which doesn't exist. Only `cloud-run`, `cloud-sql`, `pubsub` and `storage` are under `infra/terraform/modules/`. The same check also failed on the latest `main` run, which was the org rename in #600.
- **dependency-audit / govulncheck:** `govulncheck` itself crashed with `panic: unexpected expr: *ast.KeyValueExpr` while running on Go 1.27.2. That is a tool or toolchain bug, not a vulnerability finding in this repo's code.
Writing the missing Firebase module would be a separate infrastructure change, so I left it out of this docs fix. I didn't create a tracking issue either. If you want one, say so.
CodeRabbit approved, and nothing is marked `CHANGES_REQUESTED`. Two checks were still running when I looked: `dev-lead / dispatch` and `review / review`.
