   Dev-Lead Implementation Plan

   Issue: #548 — Compliance: verbatim-stub-drift-initiative-driver.yml

   Scope

   Re-sync .github/workflows/initiative-driver.yml byte-for-byte from canonical combsmith/.github standards/workflows/initiative-driver.yml. The canonical version adds the rate-limit gate, uses the GH_PAT_DON_PETRY secret with GH_PAT_WORKFLOWS as a fallback, and passes the dispatch target_repo through env.

   Implementation Checklist

   • Overwrite .github/workflows/initiative-driver.yml with the canonical template (fetched via gh api)
   • Verify diff against the canonical copy is empty

   Tests to Write

   • None. This is a pure CI-config sync with no app behavior change, so it's exempt from TDD. Verification is a byte-for-byte diff plus the repo lint checks.

   Test Command

   diff .github/workflows/initiative-driver.yml <canonical>; bash .dev-lead/scripts/dev-lead-lint.sh; npx prettier --check .github/workflows/initiative-driver.yml
