Fixes #839. Clears canary blocker #825 (feature-ideation ring1→stable, REGRESSION) once a channel carries this commit.

What broke

feature-ideation-reusable.yml checks out its own scripts into .feature-ideation-tooling at inputs.tooling_ref, which defaulted to the floating v1 tag. v1 (6432e9ae, a rename-only patch of the 2026-05-13 d3d768da) has no scripts/feature-ideation-requirements.txt. Every feature-ideation/v1-* channel now runs pip install … -r .feature-ideation-tooling/scripts/feature-ideation-requirements.txt. No caller stub sets tooling_ref, so every consumer has failed at Install Python jsonschema since 2026-10-09 (TalkTerm, markets, broodly, incubator on 10-09 and 10-16; .github, TalkTerm and bmad-bgreat-suite in #825's window).

ref sha pip step requirements file
feature-ideation/v1-next 43ec2a1f yes — (tooling comes from v1)
feature-ideation/v1-ring0 / v1-ring1 bc27529e yes —
feature-ideation/v1-stable 364427f6 yes —
v1 (old tooling_ref default) 6432e9ae — missing

Fix

  • tooling_ref now defaults to '', and both tooling checkouts use ${{ inputs.tooling_ref || job.workflow_sha }}. The scripts, schema and requirements file then come from the same commit as the reusable the caller pinned, so the channel moves the reusable and its tooling together (the channel-skew rule in Codify org-wide: caller-stub input forwarding across channel pins (channel-skew prevention) #736, applied to the tooling checkout).

  • Why job.workflow_sha, not github.job_workflow_sha: github.job_workflow_sha is empty at step level. With an empty ref, actions/checkout silently checks out main. A probe pinned a reusable at a different commit from its caller (run 39688303975; probe branch since deleted):

    GH_JWS=[]                                        # github.job_workflow_sha
    GH_WSHA=[d95847c53e94d4a314f87dd85844b03345744c0c]  # caller commit
    JOB_WREF=[combsmith/.github/.github/workflows/probe-839-reusable.yml@8fb1a135…]
    JOB_WSHA=[8fb1a13584847b872304e1fd4b3d27533ddf98ee]  # reusable's pinned commit ✓
    OIDC job_workflow_sha = 8fb1a13584847b872304e1fd4b3d27533ddf98ee

  • ci.yml: actionlint 1.7.7 doesn't know job.workflow_sha yet, so this adds an ignore next to the existing job_workflow_sha one.

Regression guard

New test/workflows/feature-ideation/tooling-ref.bats (6 tests, run by Feature Ideation Tests). It fails if:

Against origin/main's reusable, the default and checkout-ref tests fail as expected. Locally the full feature-ideation suite passes 150/150, and yamllint and actionlint (the CI ignore set) are clean.

Consumer verification: not possible before the channel moves

Every consumer stub pins @feature-ideation/v1-stable and forwards no tooling_ref, and the fix lives inside the reusable. So no consumer runs this code until the canary-rollout cuts a channel tag at a commit that contains it. I did not move any tags. The first v1-next/ring0 run after the next cut is the end-to-end check: Gather Project Signals → Install Python jsonschema should pass, and the checkout log should show the channel commit instead of refs/heads/main.

Related

  • .github#1213 ("[Phase 4] Release the reusable feature-ideation change via its channel tag") waits on this. Releasing a channel before this lands ships the same broken pip step.
  • Follow-up, not fixed here: auto-rebase-reusable.yml, persona-mention-reusable.yml, pr-auto-review-reusable.yml and pr-review-mention-reusable.yml use github.job_workflow_sha for their own tooling checkouts. Live runs show it is empty there too, so they check out main instead of their pinned channel commit (TalkTerm auto-rebase 39534038888 and pr-auto-review 39534665548 both fetch +refs/heads/main). They don't fail today, but they bypass the canary rings.

Risk

Medium — changes GitHub Actions workflow behavior, which is exercised only post-merge; verify via the affected workflow runs.

Test plan

Tests added/updated: test/workflows/feature-ideation/tooling-ref.bats. Verification: bash scripts/dev-lead-lint.sh (shellcheck --severity=warning) ran pre-commit; the bats suite runs in CI.

Rollback

Revert this PR. No non-revertible side effects (no tags, migrations, or external state).

tooling_ref defaulted to the floating `v1` tag, which predates
scripts/feature-ideation-requirements.txt. Every feature-ideation/v1-*
channel now carries the pip step that installs from that file, so every
fleet run failed at "Install Python jsonschema" (#839, canary blocker #825).

Default tooling_ref to empty and check out
`inputs.tooling_ref || github.job_workflow_sha` in both jobs, the same
fix auto-rebase took in #465. Add tooling-ref.bats so the default, the
checkout refs, the files the reusable reads, and the callers cannot
drift back into skew.

Fixes #839

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
github.job_workflow_sha evaluates empty at step level, so the checkout
fell back to the default branch (main) instead of the reusable's commit.
A probe run (reusable pinned at a different sha than its caller) showed
job.workflow_sha is the reusable's pinned commit. Switch both tooling
checkouts to it, guard against the empty context in tooling-ref.bats,
and teach CI's actionlint 1.7.7 that job.workflow_sha exists.

Test-Change-Justification: CodeRabbit review on PR #1368 (issue #839) - aggregate nonempty check let one job lose its tooling checkout unnoticed; the assertion is strengthened, not weakened.

The Codex review couldn't complete (service notice), but there are no actionable code findings to address. The CodeRabbit suggestion to validate test jobs separately was already implemented in commit ec70be6 (feat-ideation): separate validation loops for gather-signals and analyze jobs with per-job error messages. All other CI checks are passing.

## Summary
**Bot:** chatgpt-codex-connector[bot]
**Issues addressed:** 0 (comment dispositioned as informational)
**Finding:** The Codex review comment reports a service failure ("We couldn't complete this review") without providing specific code defects. This is an operational notice, not an actionable code finding.
**Action taken:** Dispositioned the original bot comment (`IC_kwDORyesfc8AAAABeTDovw`) as `informational`. The CodeRabbit suggestion about test job validation was already implemented in commit ec70be6, which separately validates `gather-signals` and `analyze` jobs with per-job error messages—exactly what was recommended. All CI checks pass.
**Files changed:** None (the PR's code changes already address prior review suggestions)
The PR is clear of actionable findings and ready for review/merge.

…eckout separately

Add explicit check for nonempty refs and improve error messages to identify
which job and which assertion failed. This prevents regression where a
checkout could have an empty or missing ref and still pass.

Re-read the current CodeRabbit summary (edited after f43d220): it reports no actionable comments, no outside-diff or nitpick items, and Merge Risk Minimal. The earlier per-job tooling-ref assertion finding is already handled by f43d220 in test/workflows/feature-ideation/tooling-ref.bats. The one inconclusive pre-merge check is a post-release rollout verification step (run the v1-next consumer after a channel is cut), not a code change. Acknowledged, no action needed.

Agent reasoning
Addressed 0 threads. There were no open review threads, and I made no code changes or commits.
- **Stale disposition:** I re-read CodeRabbit's edited summary comment (`IC_kwDORyesfc8AAAABeTDvrQ`). Its current body reports no actionable comments, no outside-diff or nitpick items, and Merge Risk Minimal. I posted a fresh `informational` disposition on the PR.
- **Earlier finding:** The per-job assertion finding in `test/workflows/feature-ideation/tooling-ref.bats` was already fixed by `f43d220`.
- **Rollout note:** The one inconclusive pre-merge check is a post-release step: run the `v1-next` consumer after a channel is cut. That is not a code change, so I treated it as informational.
- **Tier 1 blockers:** No CI check has a blocking conclusion. The `dev-lead / dispatch` run from 39699799011 is cancelled, but a newer run of the same job (39700289376) is still in progress, so I took it as superseded. No review has `CHANGES_REQUESTED`.
Test verification: I did not run the test suite, since nothing changed.
Files changed: none.

Risk: MEDIUM
Reviewed commit: f43d22035e3d7ef898e9e0c74ad3537da100b7f7
Review mode: triage-approved (single reviewer)

Summary

Fixes #839: the feature-ideation reusable's tooling checkout defaulted to the floating v1 tag, which lacks scripts/feature-ideation-requirements.txt, so every channel run failed at Install Python jsonschema. The PR changes the tooling_ref default to '' and both .feature-ideation-tooling checkouts to ${{ inputs.tooling_ref || job.workflow_sha }}. The tooling now comes from the same commit as the pinned reusable. It also adds an actionlint ignore for job.workflow_sha and a 6-test bats regression guard. The triage-approved low-risk assessment holds. I rate it MEDIUM rather than LOW because it changes reusable-workflow behavior for every feature-ideation consumer. That change also tightens supply-chain posture: the checkout moves from a floating tag to an immutable SHA.

Linked issue analysis

#839 asks for the tooling checkout to track the reusable's own resolved SHA, plus a regression test so the skew can't recur. Both are delivered:

  • The default is now empty, and both checkouts fall back to job.workflow_sha.
  • tooling-ref.bats asserts the empty default and the per-job checkout ref for gather-signals and analyze. It checks that the repository is combsmith/.github, that github.job_workflow_sha is not used, that every .feature-ideation-tooling/… file the reusable reads exists in the same commit, and that neither caller forwards tooling_ref.

The PR deliberately uses job.workflow_sha instead of the issue's suggested github.job_workflow_sha, which is empty at step level and would make checkout fall back to main. Probe run 39688303975 (probe-839, success) backs this up.

The issue's end-to-end acceptance criterion (a live v1-next run passes the pip step) can only be checked after a channel tag is cut at this commit. The PR states this explicitly, and that is the expected rollout path.

Findings

No blocking findings.

Non-blocking notes:

  • ci.yml: the new actionlint ignore property "workflow_sha" is not defined in object type is somewhat broad. It would also hide a genuine workflow_sha typo on another object (e.g. steps.x.outputs). That is acceptable until actionlint learns job.workflow_sha; consider removing it when actionlint is bumped.
  • job.workflow_sha fails silently. If it ever evaluates empty, actions/checkout checks out main without erroring. The bats tests cover the static contract, so the first v1-next/ring0 run after the next channel cut should confirm the checkout log shows the channel SHA.
  • The author already flagged the follow-up: four other reusables (auto-rebase, persona-mention, pr-auto-review, pr-review-mention) still use github.job_workflow_sha and so bypass canary rings. Worth tracking in its own issue.

Prior bot feedback: CodeRabbit's per-job assertion comment was addressed in ec70be6/f43d220. Its thread is resolved, and CodeRabbit has since approved. No unresolved review threads and no unanswered human questions.

Secret scan: the run_secret_scanning MCP tool is not available in this run. The gitleaks CI check passed, and the diff adds no secrets or secret handling.

CI status

All required checks are green: Lint, bats, Lint/schema/bats, ShellCheck, CodeQL (actions/python), SonarCloud (quality gate passed), Secret scan (gitleaks), AgentShield, Agent Security Scan and dependency-audit. Some dev-lead runs (dispatch, ci-relay, resume) were cancelled, but newer runs of the same jobs succeeded, so the cancellations are superseded. The skipped jobs don't apply to this PR. The merge state is BLOCKED only because a review is still required.
