Problem

Standards sweep reuses a same-date sync branch as-is — a narrower second run opens a PR carrying the first run's commits

From the issue: sd_deploy_files_via_pr (scripts/lib/standards-deploy.sh, step 4) names the sync branch standards-sync/workflows-<UTC date> and, when that branch already exists, reuses it as-is ("reuse it if a prior run already created it"). It then PUTs the current run's files on top. Nothing checks that the branch still descends cleanly from the default branch, or that what is already on it belongs to this run.

Risk

Low — changes automation shell logic under scripts/, covered by shellcheck (--severity=warning) and the bats suite.

Test plan

Tests added/updated: test/scripts/lib/standards-deploy.bats. Verification: bash scripts/dev-lead-lint.sh (shellcheck --severity=warning) ran pre-commit; the bats suite runs in CI.

Rollback

Revert this PR. No non-revertible side effects (no tags, migrations, or external state).

Monitoring

This PR's Lint (shellcheck) and bats checks show pass/fail; watch subsequent dev-lead / pr-review runs for behavioral regressions.

📝 Summary

Summary by CodeRabbit

  • Bug Fixes
    • Deployments now reset an existing sync branch to the latest default-branch tip when no open pull request uses it, rather than reusing potentially stale contents.
    • If an open pull request uses the branch, or the branch check or reset fails, deployment stops before uploading files or creating a pull request. The check applies to pull requests whose head repository is the target repository.
    • Newly created branches continue through the existing deployment flow.

When sync branch creation fails, the deployment script checks whether the branch exists and whether an open PR uses it. If no open PR uses the branch, the script resets it to the base SHA before uploading files. Tests cover these paths and related failures.

Changes: Standards sync branch handling

Check and reset existing sync branches
scripts/lib/standards-deploy.sh, test/scripts/lib/standards-deploy.bats
The script checks for an open PR before resetting an existing sync branch to the base SHA. It returns branch-specific failures when the PR probe or reset fails. Tests verify that reset happens before file uploads, new branches are not probed or reset, and failures prevent uploads or PR creation.

CodeAnt Nitpicks

1 code suggestion

1. A PR can open against this branch after this check but before the force update, rewinding an active PR’s head and discarding commits pushed during that interval.

Race condition · scripts/lib/standards-deploy.sh:131-145

CodeAnt PR Risk: Medium Risk

  • The PR needs attention because force-resetting a shared same-date branch is not serialized with other deployments.
  • Two runs can both pass the open-PR check, allowing one to reset or overwrite the other's branch before either opens its PR.
  • The tests cover stale branches and open-PR checks, but do not cover concurrent deployments.

… 'printf' pattern

The ':' (no-op builtin) redirection pattern for truncating files, while valid,
can be flagged as a code smell by static analysis tools. Using 'printf' is more
explicit and conventional.

Fixed in test/scripts/lib/standards-deploy.bats: replaced the unconventional ': >' file truncation pattern with the more idiomatic 'printf' approach, which is clearer to static analysis tools and more maintainable.

SonarQube Quality Gate passed. The Quality Gate is the primary success metric; the 1 new issue reported is not a blocker. Detailed analysis available at the SonarCloud dashboard.

Existing test changed without justification — human attention needed

The fix-bot-comment pass changed, deleted, or skipped existing test(s) to go with its fix: test/scripts/lib/standards-deploy.bats. A previously-passing test that disagrees with a change is a reason to question the change, not to edit the test, so dev-lead did not push this pass (#2013).

If the test really is wrong, a human should make that call, or the fix should carry a Test-Change-Justification: commit trailer that cites the reason (for example, the review comment that asked for it). Auto-merge has been disabled.
