Suggestion: _resolved_channel derives the tag from the highest release major, not the caller’s channel major, so valid pins like v1-stable are skipped or rollback targets an unused tag. [api mismatch]

# If the resolved tag (v-scoped or bare from _resolved_channel's logic) doesn't exist,
# and we got v-scoped, try the bare tag as a fallback. The agent may have released v<M>.*.*
# but not yet seeded channel tier tags, so bare still matters as an intermediate step.

🗄️ Data Integrity & Integration | 🟠 Major | ⚡ Quick win

Preserve the established-major channel contract. When v<M>-next exists, _resolved_channel selects v<M>-<ring> even if that tier tag is absent. Falling back to a bare tag can report a successful rollback without moving the ref used by v-scoped callers.

  • scripts/canary-rollout.sh#L2535-L2535: reject an absent authoritative v-scoped tag instead of trying the bare tag.
  • tests/canary_rollout.bats#L1264-L1264: assert that the missing-tag error names dev-lead/v139-stable.
  • tests/canary_rollout.bats#L1276-L1277: omit the v139-next anchor so the successful bare-tag test represents a legacy agent.

Review comment at @scripts/canary-rollout.sh at line 2535:
Update the ring tag fallback in the rollout resolution flow using
_resolved_channel: when an established-major channel makes a v-scoped tag
authoritative, fail if that tag is absent instead of falling back to a bare tag.
In scripts/canary-rollout.sh lines 2535-2535, enforce this check; in
tests/canary-rollout.bats lines 1264-1264, assert the missing-tag error names
dev-lead/v139-stable; and in tests/canary-rollout.bats lines 1276-1277, remove
the v139-next anchor so the successful bare-tag case represents a legacy agent.

Suggestion: _channel_tag_commit hides GitHub read failures as empty output, so a transient outage is reported as a missing tag and blocks an otherwise valid emergency rollback. [possible bug]

Exercise the non-dry-run rollback PATCH target.

All three rollback tests use --dry-run. A regression that keeps the scoped tag in the dry-run output but passes the bare tag to _gh_move_tag would pass these tests. The direct _gh_move_tag tests validate only the helper, not cmd_rollback's selected tag.

Add one non-dry-run invocation to the established-major fixture and assert that the PATCH target is dev-lead/v139-stable, not dev-lead/stable.

Assert the authoritative scoped tag in test 113.

The v139-next anchor makes dev-lead/v139-stable authoritative. The current dev-lead/stable assertion accepts the incorrect bare-tag fallback. Require the scoped missing tag and keep the existing fail-loud assertions.

Remove the scoped anchor from the bare-path fixture.

v139-next makes _resolved_channel select the scoped channel family. The assertion can then pass through cmd_rollback’s secondary fallback without testing bare resolution. List only v139.8.0 in matching-refs; keep the bare stable tag and existing output assertions.
