Why

Graduating WorldChest from combsmith/incubator to combsmith/worldchest on 2026-10-21 exposed two gaps in the planner:

  1. The approved idea's Discussion lived in the incubator (feat: add Copilot engine support via REVIEW_ENGINE toggle #5) but the epic belongs in the product repo. The dispatch failed with Could not resolve to a Discussion with the number of 5, and a mirror Discussion (worldchest feat: feature ideation framework — adversarial proposer/challenger/synthesizer #6) had to be hand-written.
  2. The planner never read the product repo's _bmad-output/planning-artifacts/, which org AGENTS.md names as the planning source of truth. Bob planned from Discussion prose instead of John's PRD.

What changed

Area Change
initiative-planner.yml New optional discussion_repo input (default target_repo) → job env DISCUSSION_REPO; passed to apply-plan in Bob's prompt. GITHUB_TOKEN is used only when both target and discussion repo are self, otherwise the PAT. Concurrency key includes the discussion repo.
gather-context.sh Reads the Discussion and its referenced #N issues from DISCUSSION_REPO. Open epics, reconcile harvest and artifacts stay on REPO. Validates both repo slugs. New discussion_repo and planning_artifacts keys. Artifacts: contents-API listing; prd.md in full, other top-level .md truncated (PLANNING_ARTIFACT_MAX_CHARS, default 12000), at most 20 files, fetched raw into a temp dir (never on argv). 404 or no markdown → null, any other API error fails loud (same rule as decision-brief).
apply-plan.sh / lib/mutations.sh Cross-repo only: epic back-reference/idempotency key becomes Planned from idea discussion owner/repo#N, and issue links in the Discussion reply are qualified with the product repo. Same-repo output is byte-identical, so existing epics still bind. comment_on_discussion takes the discussion repo and logs it in DRY_RUN. The comment already routes to the Discussion's own repo through its global node id.
redispatch.sh Forwards DISCUSSION_REPO as discussion_repo only when set; the default dispatch is unchanged.
prompts/bmad/scrum-master.md New "Planning inputs" section. When a PRD exists, its FRs are the scope and its success metrics are the epic's metric; the Discussion is context. Conflicts go to open_questions. Cross-repo referenced_issues must not become blocked_by_existing_issues.
Docs Graduation flow in docs/initiatives/idea-to-initiative-pipeline.md; README row updated.

Tests

Added to tests/test_initiative_planner.bats, with gh mocked:

  • cross-repo discussion read (gather-context) plus cross-repo apply (back-reference, discussion_repo on the comment, qualified links)
  • same-repo apply unchanged (bare #N)
  • artifacts present (PRD full, brief truncated, png/dir skipped, raw fetch)
  • artifacts absent (null, context keys otherwise unchanged)
  • 404 on the folder → null, exit 0
  • non-404 error → fails loud
  • malformed DISCUSSION_REPO rejected before any API call
  • workflow wiring (yq)

Added to tests/test_initiative_planner_redispatch.bats: discussion_repo is omitted by default, forwarded when set, and rejected when malformed.

Local runs: the planner, redispatch, reconcile and materialize suites pass (102 tests). shellcheck --severity=warning -x, actionlint -ignore SC2129, markdownlint-cli2 and check-bats-negation are clean.

Not in this PR

  • combsmith/.github's initiative-planner-reusable.yml is untouched. It always plans same-repo, and the incubator has no planner stub, so graduation is a manual dispatch.
  • No release tag.

Next graduation

gh workflow run initiative-planner.yml --repo combsmith/.github-private \
  -f discussion=<N> -f discussion_repo=combsmith/incubator \
  -f target_repo=combsmith/<product> -f dry_run=true

Problem

See the linked issue.

Risk

Medium — changes GitHub Actions workflow behavior, which is exercised only post-merge; verify via the affected workflow runs.

Test plan

Tests added/updated: tests/test_initiative_planner.bats,tests/test_initiative_planner_redispatch.bats. Verification: bash scripts/dev-lead-lint.sh (shellcheck --severity=warning) ran pre-commit; the bats suite runs in CI.

Rollback

Revert this PR. No non-revertible side effects (no tags, migrations, or external state).

Monitoring

Watch the affected workflow run(s) in the Actions tab and this PR's Lint check for regressions.

…rtifacts

Close two gaps found graduating WorldChest from combsmith/incubator to
combsmith/worldchest:

1. discussion_repo: an optional workflow_dispatch input (default target_repo).
gather-context.sh reads the Discussion and its referenced issues from
DISCUSSION_REPO while open epics, the reconcile harvest and artifacts stay
   on REPO. apply-plan.sh back-references "owner/repo#N" cross-repo (same-repo
keeps the bare "#N" idempotency key), qualifies issue links in the
Discussion reply, and logs discussion_repo on comment_on_discussion. The
PAT is used whenever either repo is not self; redispatch.sh forwards
   DISCUSSION_REPO when set.
2. planning_artifacts: gather-context.sh lists the target repo's
_bmad-output/planning-artifacts/ via the contents API, includes prd.md in
full and other markdown truncated (12k chars), null on 404 or no markdown,
fail-loud on any other API error. Bob's prompt now plans from the PRD's
functional requirements and success metrics, with the Discussion as context.

📝 Summary

Summary by CodeRabbit

  • New Features

    • Initiative planning can now use Discussions from a separate repository while managing planning artifacts in a target repository.
    • Planning incorporates PRDs and other Markdown artifacts, with size limits and graceful handling when artifacts are unavailable.
    • Cross-repository references, comments, reconciliation, and workflow dispatches are supported.
    • Added validation and clearer status reporting for repository configuration and planning artifacts.
  • Documentation

    • Documented cross-repository graduation workflows, artifact handling, review steps, and required credentials.
  • Tests

    • Added coverage for cross-repository planning, artifact discovery, validation, compatibility, and dispatch behavior.

The initiative planner now supports Discussions in a separate repository from the target repository. It gathers target-repository planning artifacts, applies PRD-first planning guidance, and qualifies references when it creates or reconciles initiative issues.

Changes: Cross-repository initiative planning

Layer / File(s) Summary
Configure repositories and gather planning context
.github/workflows/initiative-planner.yml, scripts/initiative-planner/gather-context.sh, scripts/initiative-planner/redispatch.sh, scripts/initiative-planner/README.md, docs/initiatives/idea-to-initiative-pipeline.md, tests/test_initiative_planner.bats, tests/test_initiative_planner_redispatch.bats
The workflow and redispatch script accept an optional discussion_repo. Context gathering reads Discussions and referenced issues from that repository, and reads planning artifacts from the target repository. The PRD is prioritized; other top-level Markdown files can be truncated, while absent artifacts produce a null value. Tests cover repository selection, artifact handling, validation, and workflow wiring.
Apply and reconcile the initiative plan
scripts/initiative-planner/apply-plan.sh, scripts/initiative-planner/lib/mutations.sh, .github/workflows/initiative-planner.yml, tests/test_initiative_planner.bats
Plan application qualifies target-repository issue references when the Discussion is elsewhere and posts comments to the Discussion repository. Idempotency, reconciliation, and supersede messages use qualified references where applicable.
Define PRD-first planning and graduation steps
prompts/bmad/scrum-master.md, docs/initiatives/idea-to-initiative-pipeline.md
The prompt directs planning to use PRD requirements and success metrics, with Discussion content as context. The documentation describes the cross-repository graduation flow and its review, activation, idempotency, and authentication steps.

The cross-repository planning behavior looks sound. Before merging, shorten two long workflow lines so CI Lint passes, and make the diagram.png test assertion able to fail.

Lint YAML verifies every workflow file stays within the repo's yamllint rules (250-char max line length); this diff makes that true by folding the two over-long lines in .github/workflows/initiative-planner.yml (the concurrency group and TARGET_GH_TOKEN) across multiple lines with identical parsed values — the lint config is unchanged.

QA Lead — test-risk advisory

Risk tier: MEDIUM. The planner now writes issues into product repos using a key built in two places. Coverage is good, but if that key goes wrong it creates duplicate epics or blocked_by edges on the wrong issue. Both are recoverable: dry-run review comes first, and epics stay inert until a maintainer adds initiative:auto.

What I'd shore up (highest leverage first):

  • Re-binding to an existing epic across repos. Only the first epic creation is tested. Add an apply-plan test with DRY_RUN_EXISTING_EPIC set and a cross-repo DISCUSSION_REPO. It should assert the "already planned" reply (combsmith/worldchest#N) and the force_replan close messages. Also add a check that gather-context's disc_ref and apply-plan's idem_key produce the same string, since they are built separately.
  • A negative test for key matching. An open epic for incubator#50 must not match a plan for #5. The contains($ref) check would match it today. This is an older bug, but cross-repo keys now depend on it too.
  • Cross-repo blocked_by_existing_issues is guarded only by the prompt. If Bob outputs incubator #12, apply-plan adds an edge to worldchest#12. Add a hard check in validate-plan.py or apply-plan.sh that rejects numbers taken from referenced_issues whose repo is not the target, and test it.
  • Artifact limits and one live check. Nothing tests the 20-file cap, the unsafe-path skip, or a very large prd.md (it has no size limit). The mocks also can't show whether GitHub search finds "…combsmith/incubator#5". Before the next graduation, do a dry run and then a second dispatch on a real product repo to confirm the "already planned" path fires.

Escalate? no

Advisory only. I comment, I do not change code. Ground: BMAD Test Architecture
(bmad-tea v1.19.0). Opt out on this item with the qa-lead:hands-off label.
