Part of #176.\n\nAdds a hermetic CI rehearsal for the existing MongoDB backup and restore scripts. It uses a fake Docker command and synthetic archive bytes only, so it verifies the dump/restore invocation, explicit restore confirmation, and restore options without reading or copying any user data.\n\nThis does not replace the required fresh non-production backup/restore rehearsal or the separately authorized production rollout.\n\nValidation: bash syntax check plus the new rehearsal, deploy classifier, deploy rollback harness, CI/CodeQL branch checks, and Compose metrics configuration checks.
