把邀请门槛从「任意 PR 合并即邀请」收窄为「PR 改动了 members/ 下的 个人介绍文件才邀请」，与 README/CONTRIBUTING 既有的「个人介绍 PR 才 发邀请、挑战与自由实验不作为邀请条件」规则对齐。members/README.md 与 members/example.md 属仓库脚手架，不计入。workflow_dispatch 手动 触发不受限制，保留补发入口。

把新人邀请门槛从「任意 PR 合并即邀请」收窄为「PR 改动了
members/下的个人介绍文件才邀请」。为什么
README.md/CONTRIBUTING.md原本就写明「个人介绍 PR 审核并合并后发送组织邀请」「挑战与自由实验是可选练习，不作为邀请条件」，之前的实现比文档宽松。all-membersteam 承载的是全员基础权限（目前挂了私有仓库codepaintstudio/x的 read），门槛应收紧。判定规则
改动文件匹配
^members/.+\\.md$，且排除仓库脚手架members/README.md、members/example.md。用历史 PR 回放验证：
members/AAA-pig.mdmembers/LQMN-CXK.mdlum-en.txt,members/lum-en.mdlum-en.txt1843128592.md（放错目录）如何验证
workflow_dispatch手动触发不受限制，仍是补发入口。members/，合并后应看到 workflow 以「跳过邀请」结束。
