Move the release-drafter config to the category model - #81

release-drafter 7.7.0 deprecates exclude-labels, category labels and version-resolver (release-drafter/release-drafter#1558). The old `default: patch` needs no replacement: patch is the drafter's own fallback.

Clears the 12 deprecation warnings release-drafter 7.7.0 prints on every run (example: https://github.com/codehaus-plexus/plexus-testing/actions/runs/37372451151). The drafted notes and versions do not change;
version-resolver.default: patchis dropped because patch is the drafter's own fallback.Merge after codehaus-plexus/plexus-io#193.
Verified: old and new config through release-drafter 7.7.0's
mergeInputAndConfig,categorizePullRequestsandresolveVersionKeyIncrement→ identical categories and increments for all 1,024 combinations of the ten labels; 12 warnings → 0.
