Beacon is neverthless a very good option but considering the cost factors involved and on top of that facial recognition also needs to be put in inside the monument, it might not be feasible. So, the other option is geolocation+facial recognition.

That depends on a lot of factor. Considering both the beacons and geolcaton has its pros and cons. Considering your question, i don't think it can be that efficient. Very close areas have same geopoint when it comes to tracing it via mobile.
