Pipeline steps can now report named events with dynamic Prometheus labels via FilterWeigherPipelineStepEvent (introduced in PR #1108), but the docs did not mention this mechanism. This adds a brief subsection under Pipelines so developers writing new filters or weighers know how to emit step events and what metric they produce.
