Version stamp for the v5.4.0 release: two features (variables secret masking, waterfall document row), the jetstream security hardening set (with its breaking API-key hashing note), and the login reload fix. Same shape as the 5.3.0 stamp in #5832.
Tag follows once this lands on develop.
