chore: update dependencies and GitHub Actions, add .tool-versions - #46

- pin node 22
- update actions/* v7
- update pnpm to 12, TypeScript to 7
- remove ignoreDeprecations from tsconfig, not needed with tsdown
- pin Node.js major version in .tool-versions, used by setup-node - update actions/checkout and actions/setup-node to v7 - pin npm 11 for trusted publishing, npm 12 needs Node 22.22.2+ - update pnpm to 12, TypeScript to 7, vitest to 5 and other dependencies - remove ignoreDeprecations from tsconfig, not needed with tsdown
