What this PR does / why we need it:
Deletes the legacy v0 validation caller workflows from the template:
.github/workflows/pr_validation_caller.yml.github/workflows/spectral-oas-caller.ymlTemplate_API_Repository is the canonical starting point for new CAMARA API repositories. The v1 validation framework callers were installed in #33 via the onboarding campaign; the v0 callers should not ship with new repositories created from this template, since v0 is being retired across the org.
Existing repositories continue to have their v0 callers disabled per-repo by the onboarding campaign's
