Add FLOOR_MAPPING_HOWTO.md detailing device prerequisites, app permissions, JavaScript bridge mechanics (mobileclient), and the step-by-step workflow for recording Wi-Fi and BLE signal fingerprints via the c3nav Map Editor. Currently, docs on how to use and map local APs using the APK were not existing.
This adds basic instructions on what to do to measurements of a location to the c3nav server.
