[codex] automate Ansible role index sync

Summary

Automate the Ansible role index refresh from public buluma/ansible-role-* repositories. The current script only supports manually supplied role names, so archived repositories and newly added role repositories can leave the site index stale.

Changes

Add a sync command that paginates GitHub's user repositories endpoint, excludes archived repositories, and rewrites _data/ansible_roles.yml from the remaining role repositories. Preserve the existing public role slugs for the two repositories whose repository names use underscores. Add a daily and manual GitHub Actions workflow that opens or updates a PR containing only the generated YAML file. Document the command and the required ROLE_SYNC_TOKEN repository secret.

The current generated list contains 236 active public roles and adds four roles compared with the previous list.

Validation

• python scripts/update_roles.py sync completed and regenerated 236 roles.
• git diff --check passed.
• bundle exec jekyll build passed. It emitted an existing Liquid syntax warning in _posts/2019-03-27-why-use-set-fact.md:37 for kernel_version[:1].
