test: mark port specs pending

Motivation

Create a passing baseline for the Lua port so each feature can enable a focused set of tests and iterate red-to-green.

Summary of Changes

• Marks the migrated specs pending through local it = pending bindings.
• Leaves test bodies intact for incremental re-enabling.
• Keeps the full suite passing before implementation begins.
