Restore V69 and move repository.repo_type_id into V70 - #1110

Environments that already applied the original V69 fail Flyway validate after repo_type_id was folded into that migration; splitting preserves the shipped checksum and applies the column changes as V70. Co-authored-by: Cursor <cursoragent@cursor.com>
