Skipping the package on Fedora 43 leaves the delta integration test unconditionally invoking the missing oci-delta executable, causing unsealed runs to fail unless the test is also skipped.

What changed in this PR
This PR addresses #2604 by adjusting test-image provisioning to avoid the unavailable oci-delta package on Fedora 43.
Changes:
- Add a Fedora 43 branch that installs Nushell without
oci-delta. - Keep package installation unchanged for other Fedora releases.
- Document the exception and its intended removal after Fedora 43 reaches end of life.

oci-delta is not packaged for Fedora 43, so skip installing it during provisioning and disable the switch-from-delta integration test there. This can be reverted once Fedora 43 is EOL. Closes: bootc-dev#2604 Assisted-by: AI Signed-off-by: John Eckersberg <dev@eckersberg.com>
