Boost.Algorithm is no longer needed by Boost.Graph and the dependency is causing CI failures in downstream users because Boost.Algorithm is not checked out by boostdep and the dependency cannot be resolved.

Master branch closes for breaking changes in less than a month (October 21). This PR aims at testing a bit in advance.
