In the process of testing Briefcase after #3071, I noticed that xbuild was using it's own cache of support packages, rather than the one unpacked as part of the build process.
xbuild0.4.0 added a--archiveoption to work around this; this PR introduces the use of--archivetoxvenvinvocations.This requires a small reorganisation of app create order - we need the support package before we create the venv.
