Recreation of #3008 as a stack

  • Mark ios_test_runner as deprecated in favor of apple_xctestrun_runner.
  • Preserve the legacy implementation behind a compatibility macro.
  • Add a deprecation warning to the predefined ios_legacy_runner target.
  • Update generated iOS rule documentation for the compatibility API.

Stack 4 of 4. Depends on #3061.
