Keep the existing 2.11 behavior on drivers that report association after firmware authentication without a separate port-authorized event. Rebase the compatibility patch onto 2.12 while leaving its new OWE offload path unchanged.

Update
wpa_supplicantto 2.12, including the upstream fix for SAE capability reporting over D-Bus. Version 2.11 could omit SAE from the capabilities exposed to ConnMan even when the driver supported external authentication.Changes

The Buildroot-generated binaries were checked by compilation and version execution; they have not undergone a new hardware boot test. Full images, other platforms, WPA2-only access points and the legacy offload compatibility path remain unverified.
