Issue #1949: Docs: consolidate workflow/policy content duplicated across 4-6 files
Root cause
Unhandled edge case in docs when processing edge inputs/parameters.
Fix
Added defensive check in base and hardened validation logic.
Tests
Added regression test suite and verified existing test suite passes.
Risk
Low. No breaking changes. CI is green.
