Since we will assign a version to the repository and therefore to all the contents in the repo, we can switch the Python package versioning over to setuptools-scm so that the version of the package is automatically set based on version release tags. This has not yet been tested out.
Also updated the source distribution action so that hopefully it will be run on release events since that will create a source distribution with the correct version.
