Add OTEL attr_limit cluster: attribute limit processor tests#682

3x t3.medium nodes with low/mid/high label counts to test the awsattributelimit processor. Validates Phase 1 (NFD removal, redundant key removal), protected attribute survival, 150-attr cap enforcement, and Phase 2 tier-based dropping across all 3 excess levels. - terraform/eks/daemon/otel-attr-limit/: 3 node groups with sentinel labels + padding (108/120/120), 3 nginx deployments pinned per node, high node has 120 extra pod labels - test/otel/attr_limit/: 7 test functions - generator: added to eks_daemon matrix
