Adds a new section under SpiceDB with a source-agnostic overview of the migration process and dedicated pages for migrating from OpenFGA/Okta FGA and Oso, and links to it from the SpiceDB docs landing page. Nextra's inner banner wrapper added its own vertical padding, leaving a gap above and below the announcement bar. The cursor glyphs render from a fallback font with differing widths, which shifted the message sideways while the cursor animated; give the cursor a fixed-width box, enlarge it, and align it with the first line of text.
