This PR raises the minimum PHP version to 8.4 and updates PHPUnit to version 13, which requires PHP 8.4.

composer.json:php^8.3→^8.4,phpunit/phpunit^12.5.39→^13.4composer.lock: PHPUnit 13.4.3 and its dependencies. The runtime dependencies do not change.tests.yaml: the unit tests run on PHP 8.4 and 8.5.This is a breaking change, because PHP 8.3 is no longer supported. It is meant to be released together with the other changes for 3.0.0, not on its own.
