uvpublishes generated documentation with a long-lived personal access token, and astral-sh/python-build-standalone#1234 adds another publisher with the same requirement. Add target-owned STS rules in.github/secure-token-service.jsonforuv's manual and release-time documentation workflows and thepython-build-standalonepublishing workflow.
