PRs from forks get no docs preview, for example #1699. Their token is read-only, so the publish and comment steps are skipped.
pr-docs-preview.yml builds the site with a read-only token and uploads it as an artifact.
The new pr-docs-preview-publish.yml runs on workflow_run. It publishes the artifact to www and comments once on the PR. It removes the preview when the PR closes.
The publish workflow runs no PR code. It checks that the PR number is a number and that the PR head is the built commit.
Tested: the www update step against a local git repository (publish, unchanged publish, remove). The full flow runs only after merge, because workflow_run uses the workflow from main.
A PR from a fork gets a read-only token, so its preview was never
published. Build with the read-only token and upload the site as an
artifact. A workflow_run workflow publishes it to www and comments.

The PR docs workflow builds previews into an artifact and records the PR number and publish or remove action. A separate workflow processes successful build runs, checks the artifact metadata and current PR head SHA, then publishes or removes the preview on the www branch. Pushes are retried with rebases. For publish actions, the workflow posts a preview link comment only when a marked comment is not already present.
Docs previews for fork PRs should work for the common case. Before merge, consider tightening the trust check so that a trusted maintainer opening a PR from someone else's fork does not let that user publish content. Also make the reopen-after-close and out-of-order build cases safe, because they can delete a preview or leave it stale.

when the PR is not open, rather than trusting the artifact’s state.

Keep the latest build from being canceled by an older build.
Builds can finish out of commit order. If a publisher is running, the latest build can become pending, then an older build can finish and cancel it. The older build subsequently fails the SHA check, leaving the preview stale.
Queue pending publishers instead of replacing them. GitHub supports queue: max for this purpose. (docs.github.com)

Skip removal artifacts when the PR is open.
If a PR is closed and then reopened without a new commit, a delayed close artifact can still have ACTION=remove and a matching SHA. This branch leaves that action unchanged, so it can delete the reopened PR’s preview after the reopened build publishes it.
Set ACTION=skip when the PR is open and the artifact requests removal.

Check who controls the PR branch, not only its author.
A maintainer can open a PR from another user’s fork. The fork owner can then update the branch and control the build artifact, while author_association remains trusted. The publisher can therefore host that user’s HTML and JavaScript on the shared Pages origin. GitHub permits maintainers to open PRs from user-owned forks. (docs.github.com)
