What does this PR do?
This PR pins this repo's CI inputs. All three workflows used mutable references and had no
permissions:block.actions/checkout@v3(end-of-life) becomes v6.0.2.shivammathur/setup-php@v2becomes 2.37.2.docker run … composer(implicit:latest) in the CodeQL and Linter jobs becomescomposer:2.10.3@sha256:da624c2c…, the digestlatestresolves to today.permissions: contents: readadded to all three workflows. They only run onpull_requestand only need to read the repo..github/dependabot.ymladded forgithub-actionsandcomposer, so the pins get bumped.All SHAs were checked against the upstream tags with
