Fix the Docker build's dependency version mismatch - #3

gamend's mix.exs reads GAMEND_CONTENT_APP_VERSION as its own package version. The Dockerfile exported it as 1.0.0 for every RUN, so gamend_core and gamend_web compiled as 1.0.0 and the >= 1.0.1266 floor added in abe80ed rejected them at `mix compile` ("Unchecked dependencies ... got 1.0.0"). The image no longer sets it. Unset, the API spec falls back to the same 1.0.0 it reported before; set it at runtime to change that.

Stop setting GAMEND_CONTENT_APP_VERSION in the Docker build, which made gamend_core/gamend_web compile as 1.0.0 and fail the >= 1.0.1266 requirement.
