build: lock file maintenance on 24th Oct 2026

SUMMARY

Notable changes:

• Executes a regular npm audit fix, reducing npm vulns to 6
• Remove unused @istanbul/nyc-config-typescript dev dep that hoard many vulnerable transitive deps.
• Remove unused babel-loader dev dep.
• Cleanup overrides section in superset-frontend lockfile
• Upgrade http-proxy-middleware to v4

Overall, this PR truncates 57 deps from the project.
