Bootstrap the reqsign website under website/: a Docusaurus site that shares the Apache OpenDAL website's design skeleton while carrying reqsign's own brand identity, with docs organized around the user journey and a machine-checked provider capability catalog that fails CI when it drifts from the workspace.

Reqsign graduated from Apache OpenDAL to a standalone ASF top-level project. Rename the site to Apache Reqsign™, move the canonical URL to reqsign.apache.org, point downloads and the mailing list at the project's own ASF locations, rewrite the governance copy, and list uv alongside OpenDAL as a verified adopter.
The GitHub repository moved from apache/opendal-reqsign to apache/reqsign as part of the top-level project setup; the old slug still redirects, but the site should link to the canonical location.

Add the Apache Reqsign website at
https://reqsign.apache.org/, with getting-started instructions, credential and signing guides, provider capability pages, and ASF download and community information. The landing page and guides include compiled Rust examples from the workspace; the provider validator checks structural references, while capability semantics remain source-reviewed.Pull requests build and validate the site and upload a preview artifact. Successful builds of
mainpublish the generated site, including its.asf.yaml, toasf-sitefor ASF hosting. The deploy job alone has repository write permission, and manual publication is restricted tomain. The first production publication and ASF hostname/CDN update can only be verified after merge. Deployment, verification, and rollback instructions are in
website/README.md.
