What changes were proposed in this pull request?

This change introduces a blog for distributed tracing covering the topics of why it is needed, how to use it and a small usecase of configuring it with Hbase to explain the application aware tracing part.

@sravani-revuri , thanks for the blog, it's helpful.
BTW, can we make the configurations dynamically changeable? Because it's not easy to restart Ozone services in production cluster, if we can dynamically enable/disable tracing, it will be very helpful in production cluster issue investigation.

Thanks for taking a look @ChenSammi ! yes, currently tracing does allow dynamic updation of configs. This is currently covered in our main documentation, but I can definitely add a quick section here in the blog as well if you think that would be helpful.
