Documentation/applications: document how to test tflite-micro.

Summary

The TensorFlow Lite Micro page still described tflm_hello as CMake-only and did not explain how to test TFLM. apps PR apache/nuttx-apps#3772 builds hello-world from Makefile and makes tflm call AllocateTensors(). This updates Documentation/applications/mlearning/tflite-micro/index.rst with a Testing section for sim:tflm and aligns the tool, syslog, and patch notes with that apps change.

Impact

Documentation only. Users following sim:tflm now have a step-by-step test procedure (tflm -h, tflm_hello, ~~~ALL TESTS PASSED~~~).

Testing

I confirm that changes are verified on local setup and works as intended:
