NIFI-16307 Add Attributes to Counter and Gauge Session Methods

Summary

NIFI-16307 Adds new adjustCounter and recordGauge methods to the ProcessSession interface with an additional attributes argument support of Map of keys and values.

These new methods provide the interface foundation to implement NIP-45.
