Rationale for this change

#53818

What changes are included in this PR?

  • Resolve bug where Windows ODBC installer registers empty Driver and Setup values. Both values should point to the actual installed driver path.
  • Add CI verification for Windows ODBC registration values

Are these changes tested?

  • Yes, tested in CI

Are there any user-facing changes?

This PR contains a "Critical Fix". (If the changes fix either (a) a security vulnerability, (b) a bug that caused incorrect or invalid data to be produced, or (c) a bug that causes a crash (even when the API contract is upheld), please provide explanation. If not, you can remove this.)

I consider this a critical fix, let me know if I am wrong. The Windows ODBC installer doesn't work properly without this fix. Users are blocked from using the ODBC driver and will see error The setup routines for the Apache Arrow Flight SQL ODBC driver ODBC driver could not be found. Please reinstall the driver.
