@kou @pitrou Maybe we could avoid automatically notifying CODEOWNERS for first-time contributors. Anyone browsing the PR queue could triage them and manually ping the relevant CODEOWNER if the PR looks legitimate and needs their review.

I haven't looked into the technical side of this yet, just throwing it out as a possible approach. If it seems useful, we could investigate whether it's feasible :)
