Adds the international BytePlus ModelArk Coding Plan (ap-southeast-1) as a provider distinct from volcengine-coding-plan, with dola-seed-2.0-pro/lite/code, deepseek-v4-flash/pro, and glm-5.3-flash. Subscription tier: zero per-token cost; reasoning controls follow the sibling Volcengine Ark Coding Plan evidence. Closes anomalyco#5857.
