Fix Caribbean Netherlands (BQ) country data

Updates the BQ country record so it represents all three Caribbean Netherlands islands rather than Bonaire alone.

Changes:

  • Updates the name from Bonaire to Bonaire, Sint Eustatius and Saba
  • Adds the +599 prefixes for Sint Eustatius (5993), Saba (5994), and Bonaire (5997)
  • Adds English and Papiamento alongside Dutch
  • Removes Kralendijk as the capital because Kralendijk is specifically the capital of Bonaire, while BQ represents all three islands

Data changes verified with:

Walkthrough

The BQ country entry now uses the name “Bonaire, Sint Eustatius and Saba.” It adds “Bonaire” as an alias, lists phone codes 5993, 5994, and 5997, leaves the capital blank, and includes Dutch, Papiamento, and English. A test checks that getCountryCode('Bonaire') returns BQ. The country-name validation regex now allows apostrophes.

For additional context, I live on Saba and ran into this issue because users here cannot identify their location when BQ is displayed only as "Bonaire." The proposed name keeps the existing BQ code while representing all three islands.

Hi @dmythro, I've pushed a couple of small follow-ups to this PR. Summary for review:

Data (BQ only)

name/native: Bonaire, Sint Eustatius and Saba, the ISO 3166-1 short name, in line with the approach in #170. I kept native in English because English is an official language on Saba and Sint Eustatius, but I'm happy to use the Dutch form (Bonaire, Sint Eustatius en Saba) if you prefer.
alias: ['Bonaire']: keeps getCountryCode('Bonaire') resolving to BQ, using the alias mechanism from #178/#179 (the same approach as Myanmar (Burma)). This addresses the CodeRabbit compatibility note.
phone: [5993, 5994, 5997]: Sint Eustatius, Saba and Bonaire, following the ACM numbering plan published in ITU Operational Bulletin 1188 (https://www.ituob.org/issues/1188-en/).
languages: ['nl', 'pa', 'en']: the same codes and order as CW. Per government.nl, the official languages are Dutch and Papiamento on Bonaire, and Dutch and English on Sint Eustatius and Saba.
capital: '': each island is a separate public body with its own seat (Kralendijk, Oranjestad, The Bottom), so I used the same empty value as AQ/UM/HM. Keeping Kralendijk would also be fine if you'd rather.
Tests

Added getCountryCode('Bonaire') → 'BQ' to getCountryCode.aliases.test.ts.
The English-name test in index.test.ts didn't allow commas, so I added , to its character class. That's needed for the ISO short name. If you'd rather keep commas out of name, I can use a different name instead.
Locally, bun run ci passes (lint, types, build, 22 tests), and so does node --test packages/test-node/*.test.ts. I didn't run the PHP tests. No dist/ files are committed.
One thing I noticed but didn't touch: pa in languages.ts is Panjabi. Papiamento has no ISO 639-1 code, and AW/CW already use pa for it, so I followed that existing convention here.
