🎨 Palette: Issue Template UX Alignment

💡 What:

Updated the GitHub bug report template (.github/ISSUE_TEMPLATE/bug.md) to reference uv instead of Poetry.

🎯 Why:

The project has migrated to uv for dependency management. Requesting the Poetry version in bug reports is outdated and confusing for contributors. Updating this ensures a smoother, more intuitive reporting experience.

♿ Accessibility:

N/A (Developer UX improvement).

✅ Verification:

• Verified that no other occurrences of "Poetry" exist in the project source.
• Ran mise run lint and mise run test (via uv sync) to ensure environment health.
• Recorded micro-UX learning in .Jules/palette.md.
