Releases 1.3.0, with the same code as 1.3.0-beta.2.

1.3.0 changes how sync settles changes made on the target, so under semver it's a minor release:

• A change made only on the target is kept, with a warning (targetChangeKept in --jsonSummary), for content, pages, models, containers, assets, galleries, page templates, URL redirections and list order. Before, the source silently overwrote most of these. A change on both sides is a conflict, and --overwrite lets the source win (Keep a target-only change with a warning instead of a conflict (1.3.0-beta.1) #258, PROD-3078: keep target-only edits to templates, URL redirections and list order #261, PROD-3078).
• Linked content three or more levels deep, and items that link to each other or themselves, are now created in one run (PROD-3025, PROD-3076).
• A link to an item deleted from the source syncs as blank (Sync a link to an item deleted from the source as blank #257, PROD-2992).
• No false "target changed" conflicts on containers after a sync (PROD-3042); a dynamic page's title syncs (PROD-3043).
• Preflight plans the lists and items of a model the run would create (PROD-3078: keep target-only edits to templates, URL redirections and list order #261).
• Releases are gated on the sync permutation test (PROD-3016).

Verified on prod clone pairs with beta.1 and beta.2 (source-only, target-only and both-sides edits per type, --overwrite, and no-change preflights after each sync).

After merge: tag v1.3.0 (gated publish to beta), then promote 1.3.0 to latest.
